Public Hearing 7:35PM

Mayor Nicholson opened the public hearing duly advertised in the April 28, 2011 issue of the Port Washington News, to consider Bill No 1 of 2011, a proposed local law to amend Article I of Chapter 71 of the Village Code of the Village of Baxter Estates to Regulate Defecation by Dogs and Cats on Public Property and on Private Property unless Allowed by property owner.

A verbatim transcript of the public hearing is annexed to and incorporated into these minutes.

On motion of Trustee Comer, seconded by Trustee Haagenson, it was unanimously RESOLVED to close the public hearing.

On motion of Trustee Comer, seconded by Trustee Haagenson, it was RESOLVED that Bill No. 1 of 2010 be adopted as Local Law No. 1 of 2011.

A.      Maurice Mandel Presentation

Maurice Mandel presented aframed photograph of Baxterís Pond taken by Jake Eisenman to the Village with a plaque honoring the memory of his wife, CarolynMandel.

††††††††††† †††††† B.†† Nancy Comer-Bird House landscaping and sprinkler system

Nancy Comer informed the Board that she had contacted Bayles Garden Center and Nursery and arranged for plantings for the Village Hall grounds.She is getting estimates for a sprinkler system.

On motion of Trustee Peckelis, seconded by Trustee Baldwin, it was unanimously RESOLVED that the Village pay a sum of up to $3,500.00 for landscaping and up to $4,000.00 for a sprinkler system.

C.     Nora Haagenson-Baxterís Pond Update

Trustee Haagenson reported that she had met with Nancy Comer and Legislator Wayne Wink at Baxterís Pond-Barbara Johnsonís Park and Preserve to discuss Park maintenance issues.Nassau County will clean outsedimentationbasins every two weeks. Brian Schneider with Nassau County Department of Public Works is available to discuss Village and County responsibilities with Village residents.

D.     Justice Arthur John Golder III-Court Grant

Justice Golder addressed the Board.It was determined that a Committee consisting of Mayor Nicholson, Dr. Peter Salins, Court Clerk Linda Kropacek and Justice Golder would meet, in order to best allocate the grant money.

E.      Official Village Towing Company

On motion of Trustee Baldwin, seconded by Trustee Comer it was unanimously RESOLVED that Chesters Towing and Recovery is the official village towing company.

F.      Building Department Report

The Board reviewed the Building Department Report for the month of††† April 2011.

On motion of Trustee Comer, seconded by Trustee Haagenson, it was††††††† RESOLVED that the reading of the minutes of the April 7, 2011 meeting of the Board of Trustees be waived and they be and hereby are approved as presented by Clerk Whitcomb.

On motion of Trustee Comer, seconded by Trustee Haagenson, it wasRESOLVED that the minutes of the May 2, 2011 Special Meeting of the Board of Trustees be waived and they be and hereby are approved as presented by Clerk Whitcomb.

A.†† Abstract of Vouchers

On motion of Trustee Comer, seconded by Trustee Haagenson, it was unanimously RESOLVED that the Audited Vouchers dated May 5, 2011 for the General Fund totaling $43,625.52 be and hereby are approved as prepared by Treasurer Tuck.

B.       Budget Modification

On motion of Trustee Comer, seconded by Trustee Baldwin it was unanimously RESOLVED to adopt the Treasurers Report on the Budget Modification.The Budget Modification is attached to these minutes.
