Also present:  James and Marilyn Sacrestano, Amiko Hosada, Mr. and Mrs. Katayama, Jim Neville.

 

Meeting opened at 7:30PM with the Pledge of Allegiance led by Village Attorney Christopher Prior.

 

 

 

Mayor Nicholson made the appointment of Jim Neville to Acting Village Justice for a one year term, subject to the approval of the Board of Trustees.

 

 Jim Neville was sworn in by Village Attorney Chris Prior.

 

 

1.               Village Clerk

A.    Minutes

On motion of Trustee Comer, seconded by Trustee Baldwin, it was  RESOLVED that the reading of the minutes of the July 1, 2010 Board of Trustees Meeting be waived and they be and hereby are approved as amended and presented by Clerk Whitcomb.

2.               Treasurer

A.     Abstract of Vouchers

On motion of Trustee Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED that the audited vouchers presented by Treasurer Tuck, dated August 5, 2010 for the General Fund totaling $23,225.85 be and hereby are approved.

On motion of Trustee Baldwin, seconded by Trustee Comer, it was unanimously RESOLVED that the audited vouchers presented by Treasurer Tuck, dated September 15, 2010 for the General Fund totaling $76,495.72 be and hereby are approved.

3.                  New Business

 

A.      Procurement Policy Amendment

On motion of Trustee Comer, Seconded by Trustee Baldwin, it was unanimously RESOLVED to adopt the amendment of the Village's Procurement Policy, as prepared and presented by Village Attorney Chris Prior, in accordance with the recent amendment of General Municipal Law section 103(1), to raise the limit for purchase contracts for public works to be awarded without public bidding from 'not more than $10,000' to 'not more than $20,000'."  A copy of the amended policy is attached to these minutes.

 

B.       Village Office Improvements

On motion of Trustee Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED that the parking be expanded for an amount not to exceed $2,500.00 from the Capital Reserve Fund.

 

On motion of Trustee Baldwin, seconded by Trustee Comer, it was unanimously RESOLVED to spend up to $3,000.00 on installation of a handicap accessible bathroom.

 

On motion of Trustee Peckelis, seconded by Trustee Baldwin, it was unanimously RESOLVED to spend an amount not to exceed $750.00 on window shutters, to be purchased and installed on the front of the building at 315 Main Street.

 

On motion of Trustee Peckelis, seconded by Trustee Taylor, it was unanimously RESOLVED to purchase a locking mail box, for a sum not to exceed $200.00.

 

C.      Credit Card

On motion of Trustee Comer, seconded by Trustee Taylor, it was unanimously RESOLVED that Mayor Nicholson be issued  a Citi Bank Credit Card on the existing Village account.

 

D.      Grand Opening Celebration New Village Hall

 

On motion of Trustee Taylor, seconded by Trustee Comer, it was unanimously RESOLVED to hold a Grand Opening celebration on

 December 2, 2010 at 7:30 PM.

 

 

 

There being no further business before the Board, on motion of Trustee Peckelis, seconded by Trustee Comer, it was unanimously RESOLVED that the meeting be and hereby is closed at 11:25pm.
