Attorney Prior led the assembled in the Pledge of Allegiance.
Public Hearing 7:30PM
Mayor Nora Haagenson re-opened the Public Hearing duly advertised in the July 29, 2015 issue of the Port Washington News to consider Bill No. 5 of 2015, a proposed Local Law to amend Chapter 118, “Historic Preservation”, to establish certain acts or omissions with regard to properties or structures designated under said Chapter as violations thereof.

All those present wishing to speak having been heard, on motion of Trustee Baldwin, seconded by Deputy Mayor Comer, it was unanimously RESOLVED to adjourn the public hearing on Bill No. 5 to 7:30PM on November 5, 2015 at the Village Hall.

Regular Meeting 7:52 PM
On motion of Deputy Mayor Comer, seconded by Trustee Baldwin it was unanimously RESOLVED to adopt the Agreement as presented with changes by Village Attorney Prior and approved by the Board on September 3, 2015.
Mr. Pillet addressed the Board with his concerns regarding the potential damage done to a tree on the property line by a neighbor’s new driveway. The Board advised him that a permit had been issued for the new driveway. Any damage resulting to the tree would be an issue between neighbors, not a village matter.
Barney Rosen addressed the Board requesting permission to remove two oak trees. One tree has sapwood rot and the other tree poses a danger to the house due to close proximity.
In the absence of the Tree Commissioner and Deputy Tree Commissioner, on motion of Deputy Mayor Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED that conditional approval be granted for removal of both trees, based upon inspection by three Board members and final approval by Mayor Haagenson.
On motion of Deputy Mayor Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED to approve the Manhasset Bay Protection Committee Inter-municipal Agreement as submitted by the Manhasset Bay Protection Committee. A copy of the agreement is attached to these minutes.
The Board instructed the Village Attorney to revise the Snow Removal contract. The Village Clerk will solicit new bids for the revised contract for the Board to consider and award contract on November 5, 2015.
On motion of Deputy Mayor Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED to purchase between 160 and 170 tons of salt from Atlantic Salt, Staten Island,
N.Y. for deposit in the Nassau County storage facility in Manhasset, New York.
On motion of Trustee Baldwin, seconded by Deputy Mayor Comer, it was unanimously RESOLVED to award removal of the two trees located at 22 Hilltop Road and the corner of Locust Avenue and Central Drive, to low bidder Frank Hefferin, Tree and Landscape Contracting Inc. for $2,150.00.
On motion of Trustee Baldwin, seconded by Deputy Mayor Comer, it was unanimously RESOLVED not to renew the annual contract for termite treatment of the Village Hall in the amount of $300.00.
The Board discussed unanimously agreed to the purchase of an historic plaque to be mounted on the front wall of the Village Hall.
A. Abstract of Vouchers
On motion of Deputy Mayor Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED that the Audited Vouchers dated October 1, 2015, for the General Fund totaling $66,298.41 be and hereby are approved as prepared by Treasurer Tuck.
Minutes for September 3, 2015 were tabled.
11:26 PM the Board entered into Executive Session to discuss personnel matters.
At 11:30 PM, Mayor Haagenson stated that Executive Session had concluded and that no action had been taken.
There being no further business before the Board, on motion of Trustee Baldwin, seconded by Deputy Mayor Comer, it was unanimously RESOLVED that the meeting be and hereby is adjourned at
