Public Hearing 7:30PM
Mayor Nora Haagenson opened the Public Hearing duly advertised in the April 29, 2015 issue of the Port Washington News to consider Bill No. 2 of 2015, a proposed local law to amend Zoning Code to regulate impervious and other parking surfaces in front yards, within the Village.

All those present wishing to speak having been heard, on motion of Deputy Mayor Comer, seconded by Trustee Peckelis, it was unanimously RESOLVED to close the public hearing on Bill No. 2.

Regular Meeting 7:41PM
On motion of Deputy Mayor Comer, seconded by Trustee Peckelis, it was unanimously RESOLVED to re-open the Public Hearing.
On motion of Deputy Mayor Comer, seconded by Trusteee Peckelis, it was unanimously RESOLVED to adjourn the Public Hearing on Bill No. 2 to 7:30PM, June 4, 2015 at the Village Hall.
Regular Meeting 7:50PM
Kyle & Sarah Crennan addressed the Board about the Board's previous denial of their request for a Tree Permit pertaining to a large Locust tree in their front yard . The Crennans advised the Board that the tree has a very expansive above root system and is hazardous for any one walking on the front lawn. Some Board members discussed their impressions from site visits, and agreed with the Crennans.
On motion of Trustee Ficalora, seconded by Trustee Peckelis, it was unanimously RESOLVED to grant their Tree Permit conditioned upon their planting a 15" Magnolia tree in the front yard replacing the one being removed, grinding the stump down and maintaining the Magnolia tree to create a street canopy.
Mr. Rosen addressed the Board regarding various issues with his building permit application for a generator.
Mr. Haukeland addressed the Board regarding water pooling on the roof of a neighboring property, and possible mosquito infestation. The Board urged him to reach out to his neighbor, so that it might be addressed on a neighbor to neighbor basis. The Board also noted that concerns regarding mosquitoes should be made to Nassau County Department of Health, which is equipped to address such concerns.
On motion of Deputy Mayor Comer, seconded by Trustee Ficalora it was unanimously RESOLVED to adopt the new fee schedule in the form circulated to the Board by Trustee Baldwin in the form attached hereto, with revisions thereto made by the Board, subject to comment by the Village Building Inspector.
On motion of Deputy Mayor Comer, seconded by Trustee Ficalora it was unanimously RESOLVED that a bill to increase the maximum amount of fines to be imposed on the case of violators of the Village Code, as presented by Mr. Prior, be introduced as Bill 3 of 2015 and that a public hearing be held on June 4, 2015 with respect to Bill 3 of 2015.
On motion of Deputy Mayor Comer, seconded by Trustee Ficalora, it was RESOLVED that the reading of the minutes of the April 9, 2015 Meeting of the Board of Trustees be waived and they be and hereby are approved with modifications as presented by Clerk Whitcomb.
A. Abstract of Vouchers
On motion of Deputy Mayor Comer, seconded by Trustee Ficalora, it was RESOLVED that the Audited Vouchers dated May 7, 2015 for the General Fund totaling $105,530.07 be and hereby are approved as prepared by Treasurer Tuck.
B. Bank signatories
On motion of Mayor Haagenson, seconded by Trustee Ficalora, it was RESOLVED that the Deputy Mayor be added on all bank accounts

Collection of Delinquent Taxes
On motion of Deputy Mayor Comer, seconded by Trustee Ficalora , it was unanimously RESOLVED that Village Attorney Chris Prior is authorized to file a lien notice with Nassau County with respect to those village properties as to which there remain unpaid village property taxes.
Executive Session 11:00PM
On motion of Deputy Mayor Comer, seconded by Trustee Peckelis, it was unanimously RESOLVED to enter into Executive Session to consider personnel matters.
At 11:30PM, Mayor Haagenson stated that Executive Session had concluded and that no action had been taken.
“20 Bayside Avenue Proposed Subdivision.
The Village Attorney advised the Board that the BZA had requested that the Board, as Planning Board, advise the BZA if the Planning Board desired to have any input in connection with the application of 20 Bayside Avenue LLC, now pending before the BZA, for variances need in connection with the proposed subdivision of 20 Bayside Avenue from one into two separate building lots. After discussion, the Board, as Planning Board, directed the Village Attorney to advise the BZA that the Planning Board defers to the BZA with respect to its decision on the variance application for 20 Bayside, and will entertain a subdivision application on the project if and when the BZA renders a decision and the applicant applies for subdivision approval to the Planning Board.”
There being no further business before the Board, on motion of Deputy Mayor Comer, seconded by Trustee Peckelis, it was unanimously RESOLVED that the meeting be and hereby is adjourned at 11:32PM.
